First fish issue

I have a small reef tank very few fish. And this morning I realized that my neon cleaner goby has a few small white spots on it. On the body and fins; they appear to be grains of salt/sand.
Everything I’ve read says maybe ich but I’ve also been reading about Fluke.
Do I need to do a FW dip or just QT him?
I want to make sure I do the right thing.

Ich, QT all fish in the tank and treat with a copper based medication. do not use rocks in a QT, do not dose medication into the display tank. Leave display tank without fish for 75 days to avoid re-infection.
 
a picture would be nice. it could be micro bubbles or sand cause they send lots of time near sand.

could be ich. id try like catching him, fw dip, use a very very fine mesh net or stick it in a coffee filter for a second mabye (ive never tried this, but it might clean the fish)
