Fish can’t swim after 2 days

Please dont be discouraged! You went to petco! Where anyone can go. This is a saltwater reef aquarium forum! Lol.
We "specialize" in marine aquariums. People will have opinions.

My main concern is why is the water so low?
Yes point a pump up at the surface to move some water and get some oxygen in the water.
Add a hang on back protein skimmer when your ready.
1st steps towards a coral bug that bites hard. Hths

Don't give up. We've all made mistakes, gotten bad advice and lost fish. There is a lot to learn, but that's part of the fun. I'm in the Northern VA area and the weather is going to be terrible this weekend. Spend a couple of days binge watching BRSTV on YouTube. Along with the 52 weeks of reefing the 5 minute guide is a good place to start.

If you're in the DC area I highly recommend blue ribbon koi in Manassas. I know from experience back when I was new that they will not sell you something that you can't handle. I've been in fish stores where someone is buying a tang for a 30 gallon tank and the employees don't say a word.... you won't get that at Blue Ribbon Koi, you can ask questions and get honest answers. Another person on here mentioned supreme reefs, and they are good as well, but geared much more towards experienced reefers that want show-stopping coral.

Also if you have questions about local places there is a really good Northern VA reefers FB group that can help point you to which places to go to get good help. This forum is excellent for in-depth, but local knowledge about the stores and folks in your community is valuable as well. There are super helpful people on that group (oddly, a ton of them share your last name....).
