So a little about the setup, I will have a 75-gallon peninsula tank with a 75-gallon basement sump with most of it being a refugium. will have most of the rock toward the side of the tank that will be touching the wall as to hide the plumbing. While having the other half being rock free and space for the fish to swim around in. So here is my list.

x2 Clown fish w/ anemone
Coral beauty angelfish
Flame Angel
Purple Tang
Foxface rabbitfish
Flame hawkfish
orange saddle fugu puffer
Bluethroat Triggerfish
Yellowhead Jawfish
Yasha goby and pistol shrimp (or the other pair I forgot what they are both called)
Lawnmower blenny
skunk shrimp
banded coral shrimp
Diamond watchman goby
and assorted hermit crabs that will go in the display

Thank you for your time to read this
All input will be appreciated.

Foxface is too large for that setup, trigger is too big too and will eat the shrimp (and can also be aggressive to small fish). I'm pretty sure you'd need a larger tank if you want to mix dwarf angels, but one of either is a great choice for your tank. Flame hawkfish may try to eat your shrimp. I don't know anything about the puffer. Rest checks out though, good luck!

ahhh that's the problem I can't get anything bigger than 75g and on liveaqura, it says they need a 100 gallon but a 100 gallon is but a couple inches taller than a 75 g

Height is not what is important, footprint is. Foxface would need a longer tank and so would the 2 angels and the trigger.

Basically it's about the horizontal swimming room. These are large fast fish that like to fly past long directions. A tank could be 6 feet tall, 2 feet long and one foot wide. It would technically be 90 gallons but it would have the same footprint as a 15 gallon, and wouldn't be able to house large fish.

Well when I bought my saltwater setup it came with a Fox face and a purple tang what should I do? And I’ll only do the flame angel besides two.

I wouldn't suggest putting two dwarf angels together, the Flame and Coral Beauty. Both are great (in my experience) in "smaller" tanks but are not compatible. And any of the Tobey puffers are a good choice for a 75 gallon. They're small but have the same great personality of the larger puffers. And just an FYI, LiveAquaria has a fish compatibility chart on their website, or used to. Comes in handy.
Good luck.

I know but I’ve seen it done where there are two angle fish and why wouldn’t you want two angel fish haha but yeah the more I think about it I’ll probably stick with the flame angel

I would pick one of the angels and drop the trigger. Dwarf angels are pretty moderately behaved most of the time but from what I’ve seen they’re usually pretty aggressive towards each other. A 4 foot 75G is not optimal for an adult foxface or purple tang, but it will definitely suffice for at least a few years depending on their current size.
The rest of the list looks pretty good to me, though

I've had pretty good luck myself other than a rare instance, but that coral banded shrimp may kill that skunk cleaner eventually.
