So I brought a percula clown from petco was planning on buying a quarantine tank but was told it was unnecessary, it’s been a day and the clown is breathing hard, struggling to stay upright and staying at bottom near sand, just did a water change the day before now I don’t know what to do.

do you have a better photo? always quarantine when you can. does anything on his body look weird(like skin looks slimy and falling off) just need a better description. are there any other fish in tank?

What are your water parameters?
 
And who told you that you didn't need a quarantine tank?

It's not an oxygen/flow problem. It might be brooklynella, but without proof (slimy skin that falls off), I would be hesitant to diagnose.

What are your current water parameters? Ammonia, nitrite, nitrate, SG/salinity? Give us numbers.
