Fish has something stuck to it?

So I just woke up this morning and saw that my fish was swimming in weird patterns and then I took a close look and found that something is stuck to it and I wanted to know if that is something natural that they have? Which I’m pretty sure isn’t because my other damselfish doesn’t have the same thing but I guess he is older and I also noticed that one of his fins weren’t working or that he wasn’t using it when I was looking at him and he also keeps swimming facing up which I’m a bit worried about so how should I remove the thing that’s stuck to it? And also what can I do about his fins? Do I just let it heal itself? I’m pretty sure my other damselfish did that to him because I sometimes see him attacking the other fish and chasing him so is there anything I can do to make him less aggressive? Or at lest less aggressive to my other damselfish which is smaller then him?

Any way to get a clearer pic???
Here I picked him up this time you can see the spin poking out, I also have a sea urchin in the tank and I’m not sure if that is his spin although his spin does have some color and isn’t as clear as this one.
