So about six months ago I got a few nice rocks from someone and inside one was this fish, saw him a few times then never again. he was about half a inch, now he is still alive and close to inch and half too maybe two inches. He sorta looks like a pleco, as he is always upside down or on the bottom side of rocks, he is white and black. Sry the video isn’t the best but he decided to come out and grab some food the other day and I was kind of psyched he was alive. Uploaded a video sry it’s rly a bad video.

Hard to say because the fish doesn't want to be videoed :). Having said that maybe look at Live Aquaria or search on Basslets. I have a yellow assessor that is always upside down and vary rarely upright like others. It loves rocks, nooks, and crannies. Again, never really out in the open. Always hugging a rock.

Not sure if the colors will align but worth a shot. Also if you have one, or maybe a buddy, but if you have a gopro or similar camera set it up and throw it in time lapse. See if you can catch him that way (especially if you have a auto feeder).
 
As mentioned above, Priolepis nocturna. I have got a pair that hang out upside down together all the time. Thankfully they are in borrow that I can see them at.
