Helping someone else. Can anybody identify this fish? She was told it was a goby but I don't agree.

Gudgeon of some sort is my guess. I can't give you a Latin name. It would be in the gobiiformes (gobies) order under the 'sleepers.'
 
Looks like a jade goby / fat sleeper. Dormitator maculatus. You can catch them in the Southern states, but large specimens can sometimes be found live at Asian seafood markets. Freshwater/brackish.
