Fish or clean up crew first

Hey guys so I recently completed my cycle in my 32 gallon biocube. Ammonia and nitrites are both at 0 ppm and nitrates are at about 5-10 ppm. I read somewhere that you should wait to add clean up crew so they have something to clean and not starve. But to follow up with that I do have green hair algae (not to much). It's not covering the back wall but I do have a strand of it in the sand and strands here and there scattered on the rocks ( one rock has it more than the others ). So I figured the clean up crew could help with that . With that do you have any suggestions on the type of cleaner crew I should get for the green hair algae? I just wanted to get some opinions and since I just was able to lower the nitrates the algae should become less of a problem. Thanks in advance !
 
Pull it off and scrub rock. 5-10 nitrates is not high and hair algae will grow with much less. Check your phosphate. My Algae Blenny ate that off rocks and was super fun to watch as well.

Will pulling the rock out kill any bacteria that has already been established ? If so will it change my water parameters ?

No, not really. Just scrub in RO/DI. Some use a peroxide mix and then RO/DI rinse before back in the tank.
