i'm finally deciding what to do for a clean up crew and then once cycle is complete if I should go with coral frags first or fish? any recommendations.

Do not add CUC until after your tank cycles.

I'm just starting my tank. I don't plan on anything until the cycle is complete. I'm finally getting a spike in my ammonia levels but not that much yet... hoping within a week it will start to jump and the nitrates and nitrate rise and lower to 0. within the next 3 weeks. but my dry rock shows no signs of bacteria yet from what I have seen.

Remember, the primary purpose of a clean up crew is to clean up. If there is nothing for them to clean, they won’t be able to eat and will starve and die, causing small spikes. Add it slowly as your tank ages. Don’t go adding 20 snails an urchin and an emerald crab after your cycle finishes because they won’t survive.

As for your question, fish first.
