Fish or shrimp stocking for 10 gallon (newbie)

Can't really fit much in a 10g. A small fish (clown, royal gramma, damsel, goby/blenny) and a shrimp. I guarantee you'll outgrow the 10 in 1 week & want to upgrade. Are you able to start off with a bigger tank?

There really isn't a minimal. It is just more work for less. You will have to be sure your top offs are constant so salinity won't change too drastically. And you can only fit a few nano sized fish inside; examples listed above.
30 gallons is much better and is still considered to be a nano tank. You can have 3-5 fish, depending on size, and a cleaner shrimp. And, of course, clean up crew of your choosing.

A 10g requires more diligence than a 10g, but a 10 can certainly be done.
Depending on what you like any(but not all) of these could work;
Cleaner, blood, peppermint, sexy, or periclemines shrimp.
Maxi mini or flower anemone.
Zoas, mushrooms, green star polyps, acans.
Yellow assessor, barnacle blennies, stigmatura or pictus lenny, margarita cardinals, watchman goby w/pistol shrimp, firefish, trimma or eviota gobies, neon goby.
Depending on what you like any(but not all) of these could work;

Those anemones and corals need lighting, but the fish and shrimp would be fine.

I have a 12g. I keep one clown in there with no problem. I also have trochus and astreae snails for cleanup. If you only have fish and cuc's, you don't need lights. But if you plan on having coral as some point, I'd save up until you can get the lights you really want. Good luck!
I have been in your exact position. Started with a ten, realized I work just as hard as my friend who keeps a 50g. In two weeks I moved on to the biggest I could fit in my tiny room which is a 30g. Much more choices to make and making it reef was a possibility too. I highly suggest the 30 if you can go larger go for it. I am going to be upgrading to a 120g when I move next year.
Gas exchange is a fundamental requirement. Adding power heads provides flow that removes some elements of metabolism for further filtration.
Power heads if placed appropriately promote surface agitation a key to gas exchange.
Long story short, if you do not provide appropriate flow and gas exchange then lighting is a mote point.
