Fish out of water

Came home last night to my whipfin wrasse laying on the floor gasping for air. I put him back in the tank and observed for a bit. He sunk to the bottom while reclaiming his oxygen levels and he seems to have recovered. He was swimming erratically and then I saw him brushing on rocks possibly to shed off mucus. My question is; what kind of damage does this cause to the fish? I would imagine brain damage of sorts.

Really depends on how long they have been out of the water, usually brain damage is rare since air does provide a little amount of oxygen for the fish but dries out the gill tissue, so usually they can recover
