What does it mean when is says the size is up to 2.5 in?
 
That would typically mean the maximum size would be 2.5 inches. Generally the fish will be at least 2 inches because I’m not sure I have ever seen a japonicus under 2 but would be no more than 2.5. Hope it helps
 
That is the size at time of purchase.

Yup, that means that is their approximate size at time of purchase and the price goes up the bigger you go. As mentioned it's definitely not the max size of the fish when fully grown so make sure you pay attention to that before buying.
