Fish Time??

My tank is about 3 weeks old and I am curious about where I may be in the cycle. I have a 24 gallon display (10 gallon sump) and started with 18lbs of cured Real Reef live rock from my LFS and a bag of live sand. I used Stability for the first 7 days as directed while phantom feeding twice a day. In terms of a spike my ammonia reached .2ppm and nitrites .5ppm (according to Red Sea test kits) at their peaks. Now, for the last week while continuing phantom feeding my ammonia and nitrite consistently read 0. I never had an algae bloom but I never ran my lights and the tank is not near direct sunlight. Is my tank ready for a fish or two or should I keep phantom feeding? Thanks!
 
Yeah I would say it should be okay to add a fish. Do you have a plan of what you want?

My plan is to start with a nice simple pair of captive bread snowflake or davinci clowns. The end goal is just a nice soft coral tank with some mushrooms, ricordeas, a leather or two, and maybe some zoas! I may add 1-2 other small fish, no more than 5 tops.
