i was wondering what and how many fish I can get I know already I'm getting a dwarf lion and a flame angelfish also a blue steak wrasse and a toby puffer

Don't put a bluestreak cleaner wrasse with a toby. It will harass the toby constantly, picking at the skin.

With a flame angel, dwarf lion, and toby, you could add a few other smaller sized (but too big to be eaten by the lionfish) tankmates. Be careful about the toby though, it may nip fins on the dwarf lionfish.

Start with 6 sm-med as you will likely add inverts and with the 6 , keep in mind growth size. If all is balanced, you may be able to add 1-2 more

No. Seahorses do not belong with any of the fish you posted. They belong in a species only setup.

No, they will be outcompeted for food and starve and also requirements for flow much less than for fish and coral

You need herbivores, those are all carnivores. Herbivores fill the all important “get rid of this algae crap” in tanks. The dwarf will eat anything he can suck up so you are going to be limited with gobies and blennies. Do you want coral? The Toby can pick at Zoas and lps.

No, not in a tank this size. Stick with 1. Also try to up your amount of rock. You'll want around 50 lbs.
