With a flame angel, dwarf lion, and toby, you could add a few other smaller sized (but too big to be eaten by the lionfish) tankmates. Be careful about the toby though, it may nip fins on the dwarf lionfish.

no i was planning on a fish onlyYou need herbivores, those are all carnivores. Herbivores fill the all important “get rid of this algae crap” in tanks. The dwarf will eat anything he can suck up so you are going to be limited with gobies and blennies. Do you want coral? The Toby can pick at Zoas and lps.
