Hi there is there such a thing of a lionfish that will not eat smaller fish? If so please tell me what kind, and if not what other cool looking fish like that size won't eat smaller fish?

Nope any fish that can fit in its mouth will eventually be eaten. The closest thing to what you describe are dwarf lionfish. Even still, "if it fits it ships"

I had a mandarin in with a lion fish for about 5 years. But I don't know of any, fish safe lionfish.

Fu manchu and blackfin stay smallish and have smaller mouths, so may be less capable of swallowing some fish, though both have their challenges in being kept.

The only positive thing about lionfish is that they are more ambush predators, more or less the fish will swim right up to the lionfish and then they will pounce. I maybe wrong but I was under the impression they hunt mostly at night so that's when your fish will be at the greatest risk and it's also when your fish are hiding and sleeping.

I remember reading that somewhere but it or I maybe mistaken.

Lionfish are crepuscular, they hunt at dusk and dawn, but in aquaria will definitely take advantage of a meal whenever it is available. And while they use ambush techniques, they will also corral a victim into a corner, using it's pectoral fins to block it's intended target from escaping.
