Fixing a chinese led

I have a chinese led that I recently got and I'm trying to repair it myself since the ebay seller isn't helping out at all. The white LEDS fire up brightly and the blues not at all. I switched powersources and got the same result. I just put the voltage meter on the first bulb and it has juice. The next one in sequence doesn't. Do I just change out the first bulb? And what exactly is the "white tape" that runs from bulb to bulb?



 
EBay normally has good buyer protection along with the credit card.

I would file a claim as this problem it typical of Imports using dated BridgeLux Knockoffs.

It is rather easy to unsolder and replace problem LEDs of that design however the LEDs are most likely arranged on a single driver with parallel strings...Replacing One unknown 3 watt LED with another may cause a current imbalance.

Are these dimmable? The dimmer could be bad happened to mine

& To answer the question about tape. Its not tape under the film is copper that is what your seeing and its raised up when they heated the film to the board. Just joins the leds(12 leds on one driver and 12 on the other) Those numbers were jujst random by the way
