fixing old tank

Guys im beggin for aid now.
The caretacker of this sea tank past away about a month ago and I was left to take care of the tacket
It is suffering from negelect and the caretackers wife keeps wanting to place new corals in. She recently put a anemone in and it looks terrible
What can I do to fix the tank

Anyway you can post some pics? Or get the parameters? What is going in with it? Need some details to offer some advice

First thing, do a as close to 100% water change as possible, and then get a ton of turbo snails to help get rid of the algae
 
I read you must empty your tank to 20% then fill up to 40% then empty again to 20% and then fill to 100% will that work
 
Take an educated guess as to how much water is in the system, if possible, make that much saltwater, and start to drain the system so there is just enough to make sure the fish are covered, and then start filling it back up, wait about 24 hours, and then drain however much water you have left after doing that, and it will help lower the nitrates and phosphates quite a bit

On going care is a difficult question to answer without knowing more about the setup. It could be as easy as a monthly 20% water change, but it could be far far more complex. Could you get some more photos of everything in the sump and in the display?
I agree with the large water changes. As large as possible at the moment. Just make sure to add water back to the tank slowly, you don't want to shock the fish, anemones etc.
You do need powerheads, like mentioned above take a rough estimate of the water volume. Multiply that number by 25 and that's a good starting point for how much power all your powerheads combined should have.
Turbo snails will help eat the algae and so will astraea snails. I wouldn't add an algae eating fish just yet. Manual removal of the algae is very useful too.
