Flared gill on designer clown

Hello, I’ve been scouring the internet for answers in regards to a clown I bought that has a significant flare or deformity in its gills. my parameters are:
Ammonia:0ppm
Nitrate:0ppm
Nitrite:0-.25ppm
Salinity: 36ppt

the clown seems to hover only on one spot in the tank and only has a small appetite.

How long have you had the clown?
When did this develop?
Gill disease can cause this (bacterial of flukes) as can genetic/developmental deformities that are common in tank raised clownfish.
