Flashing orange -help

I bought the

EB832 Energy Bar 832 - Neptune Systems​

And I was hoping to use it as a surge protector now without the other controllers. But when I plug my lights into it it's flashing orange. And I looked up the manual and it says it needs the other controller for it. Is it required to make the outlets work?

Yes, the energy bar needs an Apex to work. You can't run it as a stand-alone power bar.
