Has to be styrofoam. Good idea
If styrofoam it could flip upside down with a powerhead flow. Whatever is holding the rocks steady its what is making it "float" it must it be some kind of stick behind the overflow to the midle of the rock holding it. So it gives the look of floating.
 
Well think about it. If it's a bowl shaped rock. Or a few rocks glued together, if the styrofoam is higher in that 'bowl' area it would be less of a chance to flip over.
 
If the rocks are hanging over the styrofoam more around the edges. I think it could work.
 
It can't just be Styrofoam. There is something anchoring it down or it would be floating around the tank with the current.

Still looks cool however they did it
 
Does anyone see that it's attached to the overflow? Really, probably something like styrofoam (as people said) and it's attached to the back, the wait reducing material, whatever it is, helps it keep from snapping off of the overflow. That seems to be the most logical explanation IMO
