Looking closer it does look to be a limpet if it moves. Perhaps check to see if there's a shelled critter under there? I had big flatworms that kind of looked like that in my Florida rock, but they were quite active and a little different in color.
Edit - didn't realize you beat me to it! Very cool.

They prey on sessile invertebrates so probably not. I don't consider any of the keyhole limpets to be reef safe.
