After accounting for head loss I should have about 1300gph from my return pump. When I put this return through a chiller how much flow loss should I expect? Pushing water through the coils of a chiller has to cost me some flow. Any educated guesses? 100 maybe 200gph?

You should use a separate pump for the chiller.
Each manufacture has a recommended flow rate through their own chillers.
If you try to run 1300gph through your chiller you might not be getting the drop in temp you need.

I have a Teco that recommends 180-600 gph. I contacted Teco and they said the additional flow could cause pressure problems within the chiller i.e. possible damage. I'm thinking I will tee off the return to the chiller and then back to the sump. That should work, right?

That should work to reduce the flow through the chiller, you can put valves on both sides and route part of the flow through the chiller and the rest to the tank, but how do you know exactly how much is actually going through the chiller?
Are you comfortable with a guess?

I havnt set up a chiller. But i have heard people on here have too much too little flow it usually ends in a bad chiller

If both sides are open fully that would give at the most 650 gph going through the chiller. Close that valve about half and that would give me close to 300 gph. So yes I'm comfortable with an educated guess.
