It might be difficult to move without killing it, being so small. They have sort of a calcium type tube. maybe a razor at the base?

Definitely a feather duster they are harmless filter feeders.

Best to leave them alone, feather dusters can move freely by 'leaving' there 'shell' . if they are not interfering with your equipment then let them grow where they are, this is beneficial filter feeders
