Flukes or whitespot?

I thought my Powder blue had whitespot but comparing the size and shape of the spots to my past experience with whitespot I'm not 100% convinced it's whitespot.

Could this possibly be flukes?

It could be flukes. Try a fw dip and see if they fall off.

Looks like cysts and from oodinum. Freshwater dip should help as will PraziPro (reefsafe)
