Difficult to see anything definitive in the short video. The jerking motion is a little unusual from what I've seen. Looks like a lot of water flow in that corner. Does he have the same jerks regardless of where he is in the tank? The water flow could contribute to the jerks while he is foraging for food.

Often, and particularly with gill flukes, the fish will noticeably and frequently flash against objects or the sand bed to scratch its gills. I see none of that in the video.

no he does it far less when not in the corner id say i see it every 25-30 seconds or so but dont they move using that twitch motion? i also had just fed the tank

yes yesterday got him from dr.reef fully quarantined
I did a quick search and found a few threads where others asked about a tomini twitching of the dorsal fin. When I watched the video, this is the only twitching I noticed. It turned out, that in some scenarios, this can be normal "nervous" behavior common with these fish. With the fact that is was quarantined and a new fish, I would give it some time to see if it settles in and subsides.
Just my opinion. Im not an expert but I am a wait and see kind of person when there isnt a clear sign of disease. Given the info you gave and what I came across, I would let the fish get used to the tank and watch the behavior to see if anything else develops.

Did Dr Reef give you any suggestions on feeding? I have no personal experience using him or caring for that kind of fish but based off what I have seen with his interactions with others, he seems like he would be more than willing to help give you some tips on caring for the fish.

Yes, that motion is not abnormal unless it perhaps occurs constantly. It could occur due to fish being a little scared, or because of the higher current or for other reasons, but based on what you've shared, I don't think its a problem.

Was there something other than the twitching that led you to question whether the fish had flukes? I see no indication of that in the videos.

Also, two tangs of similar size sometimes behave this way. The yellow tang is the agressor here. Remember they have barbs in front of their tales and sometimes they position themselves parallel to each other in an attempt to spke the other, at lease that's what I've seen with mine. Anytime the following tang gets too close, the leading tang jerks to get away.
