1x Yellow goby (Or neon if not possible, though yellow is preferred.)
1x Royal gramma

Is my stock list ok? (Whats crossed out is what I already have. Tank is cycled.)

All good except I would probably pick either the fire or skunk shrimp for that size tank, not both.
If by yellow goby you mean yellow watchman, I’d get a pistol shrimp (tiger or candy cane) to go with it!
You could probably get more hermits and snails.
I have 8 hermits, 10-15 astreas, 1 trochus, 10 (or so) nassarius in mine for cuc. I used to have an emerald but it died. I also have a tiger pistol.
I have a aurora goby, royal gramma, and clownfish in mine. I have a firefish in quarantine waiting to go in.
I used to have 2 clowns, but the female killed the male, this is a potential risk in a small tank.
