Foam water level

does everyone experience their skimmer going wacky if sump level change my ato is broken and I keep having to adjust skimmer she either overflow or nothing right now I think I high it right

That is normal. Water level changes will cause that.

Best to get that ato fixed

Like @ihavecrabs said, changes in sump level will change the water level in your skimmer. Your only solution is to fix your ATO or get a new one.
