foggy water

So we have a problem... We have tried everything we have 2 filters and a skimmer,and 2 power heads. Ive changed filters moved power heads pointes them to the top of the water, weekly 25% water changes and still cant get the tank clear... There are 3 chromies, 1 royal gramma, 4 large crabs, 7 snails, just added 2 clowns today. Don't know what to do any more out of options. Just seems like the sediment does not want settle. Just changed to coral pro salt because we thought it was the salt that was not dissolving in the water, but that doesn't seem to be the case. All tests are where they are supposed to be. Getting discouraged been like this since setup 3 months ago and don't know what else to do besides tear down to change the substrate maybe but don't really want to go that far unless it is absolutely necessary. Any one hve ay ideas ? Ive posted pics with the blue led's on, off, and down the length of the tank.

Just try to be patient and don't make huge changes.... The water will clear in time. My tanks are almost two years old and I still consider them to be in their infant stages.
 
The only thing Is the gramma has a little cave dug under a rock and keeps coming out with mouth fulls of sand and spitting it out much like a sand sifting goby, and its a fine substrate. Wonder if putting a bag of cc on top of it might help with keeping it settled.. Thought it may have been too much circulation not letting the particulate settle so ive turned off everything but the 2 power heads to see if that will help

Have you tried running carbon?
 
Yes I have carbon in both filters as well as a sponge like filter for ammonia and phosphates has a fine mesh on one side and a sponge on the other
 
Yes I believe It Is particulate from the sand that just wont settle I have 4 snails that burrow under t sand ad i have 4 rather large crabs that stir up the substrate and a gramma that keeps spitting sand out of its little burrow it has. Its a very fine substrate...
