Does this matter very much?

I have enough water on hand for a 20% change but I don’t really feel like doing it, and if my math is correct, it would only make things 20% better. I pulled the bag and rinsed the rest of the dust out.

Will my skimmer pull it out? Will it settle?

If it was my situation I'd increase aeration and possible lower the temp a few degrees because the carbon can theoretically cause respiratory problems. Anyone can feel free to disagree, that's their right, however I always prefer to err on the side of protecting the animals.

Do you have tangs and angels? If so, watch for possible development of HLLE.
Carbon particles are a major suspected causative agent for the condition.
