Is it okay put a like 2-3 fish in a 10 gallon formalin bath, then remove them, and put another set of fish in there (same water).

I would not especially if anything has fallen off despite Likely killed and Formalin based Meds extremely hard to find and must be used precisely by measurement

I’ve done it, but it is risky in that formalin de-gasses at an unknown rate, plus dissolved oxygen can get low. You need to run good aeration during formalin dips.

What dose & time are you considering using? There is a lot of poor information out there on formalin dosing.

Formalin is toxic to people, so people need to use PPE and consider running the dip outside of your house.

Was going to run 45 min bath if I do use formalin. I have it on hand in case, but I'm very reluctant to using it unless I can truly identify brook.

The dose of formalin is a combination of concentration versus time. The range is 25 ppm for 24 hours up to around 250 ppm for 30 minutes. I use 167 ppm for 45 to 60 minutes with good aeration. Doses higher than that are for cold water fish only.
