Formula?

Randy, I used to know or better I had it saved somewhere the formula to calculate Po4 from Phosphorus?
I found this in one of my notes, not sure if it's the right one.

20ppb x 3.066 = 61.32 ppb PO4 / 1000 = 0.06132 ppm PO4

I'm not sure why people bother with the extra step of "divide by 1000". I do it like this: 2o ppb x 0.003066 = 0.06132 ppm
