FOWLR Lighting Question

Why couldn't I just buy the cheap T-5 fixture and put ATI bulbs in it. I figure this would save me a butt load of $$. Any reasons why this wouldn't be a good idea?

You can use anything you want in a FOWLR. So what your proposing to do will work.
