Frag rack insert?

Can anyone tell me what the rubber or silicone insert stuff is that is in between frag racks that hold the plugs in place from being knocked over by snails and stuff. I have looked and looked and can't seem to figure out what it is

Not exactly sure I know what you mean, but maybe it’s some epoxy/putty? I’ve seen some frag racks with rubber grippers but they came as one piece.

This is what I'm talking about those in grippers on the inside of the circle
 
this is not a common thing, most frag racks do not have that. I wonder how long it would last. Anyways, it looks like a layer of thin flexible plastic sandwiched between the layers of acrylic.
 
PNW Custom makes frag racks with the rubber inserts. I have some from him, and they're really nice. Grips the frag plug really well.
