frag tank problem

i just recently set up a 20gal frag tank and a week after setting up it is growing alot of algea. the frags do not look good so i put them back in main tank. the frag tank has a penguin 350 filter and 2 pretty good powerheads for flow. the light is a power compact 2 55w 50/50 placed right on top of tank. when set up i used 50% water from main tank and 50% ro/di water. my question is should i have waited awhile before putting frags in tank? also only have tested calcium, alk, and ph all where good. i do not see why nitrates or phosphate should be high or would they. any ideas?
 
Did you place any live rock from your established system into the frag tank, or place the penguin sponge into your regular tank?
 
The tank is cycling and for some reason I always get a diatom bloom on new prop systems made from acrylic.
 
i added a prop tank inline with my normal sump and display and got diatoms in the prop tank (with eggcrate)...no idea why but its going away now.
