Frag tank ? Sand and Rock needed ?

Hi everybody , so I just bought a tank planning to have zoa frags only and maybe a fish or two , so my question it's how to set it up , do I need a live sand bed and live rock ?
The tank it's a 18G MINI-II PROFFESIONAL REEF SYSTEM and PLS-50 pipeless skimmer

I think it is personal preference. If you have sand and rock, the whole system will be more stable.
