Fresh/reef tank swap

I have a 75 gal cichlid tank on the decline and I plan to give away 70% of the fish leaving me with the decision to either restock heavily for aggression with notably large fish (higher cost) or change the tank... I want to do a completely tank swap with my reef tank that is 38 gallon. I do have a few cichlids I would like to keep and do a OB species tank.

Is this even feasible without buying a semi-permanent third setup as an intermediate. Besides the obvious (drilling for sump, additional lights, additional sand/live rock) is this feasible in a semi permanent tote? I have a small 13.5 gallon evo that can keep my corals alive and another 10 gallon tank and extra filters for the fish.

How long would the cycle times be for each transplant to be safe? Do I need to reseal the 75 due to copper leaching? Is this a terrible idea?
 
So the chiclid tank was treated with copper? How often? I believe copper can get absorbed into the silicone seals....but I'm not a chemist. Just read that from other ppl. Could be true or just hype/paranoia.

My first 2 treatments last year around this time were copper based. Since then I have used the "herbal" fungal once and MetroPlex for bloat once..

Resealin the whole thing would be rough...
