I’m going to be switching my 75 gallon with 29 gallon sump from fresh to salt.
Question is on my sump. What changes would you make?
Do I need a skimmer?

I want to start off with just a FOWLR tank.

Having a skimmer will help control the waste your fish put out so it's a good thing to have, especially if you want to gt corals in the future.
 
I would definitely go for a skimmer. It will drastically reduce the need for water changes.
 
I have always used a skimmer in my saltwater tanks/sumps. The protein skimmer is recommended for helping with maintaining good water quality. I used canister filters when I had freshwater.
 
Things are moving along, just ordered my Marco Rock. I'm going to order a skimmer if I cannot find one used on FB market place. My next question is regarding baffles. I have priced out glass from a local glass shop, plus I have looked at the Fiji sump baffle kit, do I even need water level baffles? Or can I use my setup I have now? I will have an auto top off with RODI water so there will be a constant water level for a skimmer.
What do I need to know? What is the best route to go?
