Freshwater dip for pipefish?

It's not open and I don't see white though it does look like it flicks its tongue

Ok so I read that weak snicks are a common down fall but I don't see anything about them doing this constantly. Is this normal I don't recall seeing it do this in QT

Ok what he is doing constantly is appears to be a little tounge flicking out without a snapping motion with head

I can't really tell. I'm trying to guess what could be interpreted as his tongue flicking out, as they don't have tongues. They have an underbite type snout anatomy and when they are breathing heavy, I guess the bottom jaw movement could be seen as a "tongue flicking". Other than that, I can't say I recognize what you are describing.

I'm trying to upload video it look lik debri maybe. This is fist I have tried to look up close but does look different

There's a 1000 different reasons why they have snout trouble. I can see the tissue you're talking about that goes in and out. It could be something stuck in the snout or it could be tissue from an injury.... I would guess an injury.

Hopefully it is something that can heal before he starves. Regular fish can go without food for long periods of time, but not horses and pipes as they lack the stomach. Some might say to tube feed, but I can't say I would be into that, if there was the possibility of an injury. If that's something maybe you'd like to do, I can help you with that though.

Is it possible to bring it back out to a QT?

I will be able to restart QT in morning as far as hand feeding I may have a tiny needle less syringe that would do the trick
