I am wanting to get a frogfish in the near future, I have a 13.5 gallon it will go in, I know a 20 is minimum tank size, and I will be upgrading it into a 20-30 gallon, however I was wondering how soon I would need to upgrade the tank size? Would I have time before it out grows the 13.5?
 
If you got a warty around an an inch, I would plan around 6-8months max. It's always hard to judge because there will be variables, each fish is an individual in their activity and appetite. If you haven't studied this species, they do take special care, and I suggest searching here for some interesting and informative information. Particularly challenges in feeding, and for initial acclimation and long-term success, plan to provide live food.

Recommended is a minimum 30 gallons although 20 gallons may work. They need rocks and caves which reduce useable space in a 13 gallon and they will eat shrimp and other small inverts
