Fungal/bacterial infection?

I have a cardinal that suddenly stopped eating yesterday. This morning he didnt eat so i got a closer look at him and he seems to have what looks like a "cottonish" looking sheen on his side. I dont see any flashing or white spots and other than not eating its behavior has not changed.
I also have 3 chromis in the tank and they look/act fine.
I have stable parameters but i did start dosing NOPO4x to bring down my phosphate level on monday.
I am also running Zeovit....too much carbon dosing???
 
Can you post a photo of the fish and this lump?
 
I'll try to get a pic...only three chromis that look fine and the sick Cardinal...handful of snails

Still hard to tell, but better. I would definitely get into qt. Then I would consider treating with a fungal/antibiotic. I would use Marine Aid from Fish Vet or Formalin (Many do not want to touch the stuff. I get that too.)
 
It doesn't look red....looks like it sloughed off
Doesn't seem to want to move the fins on that side of his body
