One of my lyretails developed this a few days ago. Has grown slightly but doesn't seem to be bothering him at all. Does it look like fungal or bacterial? It's a little fluffy and at first I thought it was just lymph. Will it get better?

I believe it to be some sort of bacterial invection...possibly introduced from scraping on a rock or something. I have seen something similar on my psedochromis and left it alone and just made sure I put vitamins in the food I fed and it seemed to heal up.

Hard to say if that's something bacterial or just Lympho. I would start soaking his food in vitamins ASAP: https://www.reef2reef.com/threads/vitamins-herbal-remedies.304287/

Can you QT, if needed?

I can, however dismantling my rock work to try to get it is usually my last resort. I desperately need to get a fish trap, which I saw a good one on brs.

Will dosing vitamin c into the tank help or is that mainly for corals? As opposed to binding it with the food.

I would both dose & food soak it; both strategies are beneficial.

FYI; a simple, homemade fish trap using eggcrate, fishing line, and zip ties:

Thanks that's reassuring. I'm usually too quick to think my fish are goners, glad it worked out for you. Hopefully I have the same experience as you did.

I agree. That's a tuff call at this point, but vitamins are always a good idea.
