The APEX Fusion team has confirmed that there is currently an issue with text messages not being sent through to Verizon subscribers. The issue is on the Verizon side.
If you are a Verizon subscriber and are using the APEX Fusion app for iOS or Android on your mobile phone and/or tablet, push notifications are working fine. If you have not enabled push notifications through the app, delete the app, re-install it from the Apple App Store or Google Play, and enable push notifications when prompted.
