Fuzzy Critter ID

I'd like help identifying this fuzzy critter. The picture quality is low, but the best I can do. The coloration is a dark green or dark brown. So dark that I can't even lighten it well in Photoshop. It's secured to the rock in a high flow area. It has not moved since I've noticed it. It looks like a dense fuzzy cotton ball, died dark and secured to the rock. Half an inch in diameter.

Looks like a tuff of green hair algae or byropsis. Never moves?
