I was reading a technique on how to fw dip new arrivals before placing them into qt, however one part of the process that I do not understand, is after the FW dip you gently lower the fish into the QT. Is this not harmful to fish? Going from fresh water to salt?

Or is it because the PH & Temperature is the same which does not cause any issues?

A FW dip should only last 5 minutes in order to avoid osmotic shock. This limited exposure time prevents a sudden change in the solute concentration around a fish's internal cells and organs. But its still enough time to force external "surface" parasites & worms off the fish.

So the QT tank would have to be the same salinity of the LFS water or worst case scenario the fish would have to be placed into a large container of matching salinity to then be acclimatise to the QT.

ideally yes.
