Gasping Diamond Goby

I just got a diamond goby yesterday. It is laying on the bottom of the tank and seems to be gasping for air while flicking what appears to be a tongue. The tank is two years old and very established. All test results are normal. Not sure what is going on with it. I will try attaching a video of the fish.

How was fish acclimated and for how long?
What is current ammonia-salinity- temperature?

Did this fish try digging into substrate? Its not clear but looks like slight damage around mouth and the sand bed is quite coarse for this fush
 
He was acclimated for about 45 minutes via drip.
ammonia is 0, salinity is 1.025, and temp is 78

he has not tried digging yet, which is very unusual. I have had other sand sifters with no problem. The sand is special grade Carib sea, so it should not be too coarse
