GFO and New Tank

At which point would everyone add GFO to a new tank? Right now I am only running Carbon & Bio-pellets. I don't have a need for it yet, but I am wondering how often I should test phosphates (thinking weekly) and when to start running water through the reactor.

Weekly is plenty often enough to test phosphate (except when changing amounts of a binder or some such thing).

Not testing phosphate at all is also a fine plan, unless and until you have a problem such as hair algae.
