What is the best was to run a gfo reactor without a sump?

put the pump in the tank and the GFO reactor next to the tank.

My GFO reactor sits *next* to my sump and reactor's pump goes in the sump, since I have a sump... but if i didn't have a sump, then the reactor's pump would be in my display tank to get water. Mine outputs back into my sump, but if I didn't have sump then mine would output into my display tank
