GHL Power Bar heater switch channels not resetting after testing over temp alarm function

I have 2 600W heaters that I am running off of 2 BRS heater controllers. Controllers are plugged into Switch Channels 1 and 7. I am using the P4 as a backup for out of range temperature alarms and to turn off the switch channels in case of an alarm. I simulated an over temp by lowering my nominal setting. The outlets turned off as they should but when I put the nominal setting back to setpoint the switch channels did not come back on. Actual temp is 78.1 and setpoint is at 78.1 as we speak. Also I never received an alarm message or an alarm on the P4 and yes I have alarms activated. I know my alarms work because I get low flow alarms if I turn off my Return Pump. To get the heater controllers back on I had to switch the switch channels to always on until I can figure out what the heck the issue is.
Any assistance would be appreciated.
