Ghost algae.

Hi everyone! Thnx in advanced for any advice. I have a 29 gal mixed reef Cardiff aquarium. I use a protein skimmer and my sand bed is about 2 inches. My question is two parts. I've not been able to lower my NO3. They range between 60-80. I do a 5 gal per week water change. I've noticed for about two months now that on the back of some of my rock. I have what looks like a clear or white film on my rock. It blows with the current but does not blow off the rock. What is this? And could this be causing my nitrates to be high? How do I get rid of it? Oh I recently moved the tank from the upstairs to the downstairs.
 
Can you post pics? Most nitrate problems are caused by excess nutrients whether that's from phosphates,overfeeding etc. Are you using rodi water?
