Glue dry rock underwater

Anyone have success flying dry rock underwater? I'm thinking of using water weld but it seems like it has a hard time sticking to the dry rock when it's wet.

I have tried this with several glues/epoxies in my last tank without much luck. The only thing that has worked for me has been gluing while dry with Jurassic Gel and allowing to cure for at least 24 hours.
